92 JDM turbo, so I assume its a mechanical speedo. My speedometer is reading nearly half speed on all the time. 60kph is about 100kph, if you believe the RPM by Gear and Speed chart I found. The interesting thing is that the trip meter is correct. So I feel like the speedo cable can
