So I have been doing reseach on what states do not require me to smog. CA has the highest failure rate. USDM- Motors only. Must be same year or newer. All parts added to Engine must be C.A.R.B legal. Ma- All cars 1996 and newer have to go through a Emissions test. From my understanding you can swap whatever you want, and its fine, needs to go through a Inspection though. Brakes check engine, ect
