handbrake question

i got a question about the hand brake locking up. mine does not lock up while moving, but it does lock up enough to keep the car from rolling on hills. so far i changed my cables, not only because i wanted it to work, but it was very old. also i tried adjusting the cables, but according to the bgb the crank peices attached to the rear brakes do not touch the stopper pin when hand brake is released. so i dont want to make it too tight so its locked up when driving and does excesive wear on
