intake temp sensor and why was it unplugged?

I purchased my duece about 2 months ago and have been through hell trying to get it through inspection. After doing a tune up last night I noticed that the intake sensor had been unplugged and that it was wrapped in electrical tape. My question is, would an unplugged intake temp sensor have any affect on my emissions and why would you have it unplugged?
