RPMs rev high, but takes a while before it starts speeeding up...?

idk wut the problem is. some told me that the clutch needs replacing, or the timing belt. but the problem is getting worse. wen i shift, i barely press the gas pedal and it revs high but the car barely moves. would this be the clutch needing replacement?:confused:
