3S-GTE USDM Turbo Engine How to test voltage at the starter??

Im having some issues with my newly acquired MR2. It does not start so I need to test for voltage at the starter. Im not sure as to how to test the voltage on the starter. Ive taken off a plastic cap on the starter and on the other side of the plastic cap there is a short cable with a rubber cap on there that is very difficult to take off. Are these the cables i need to check voltage at? Pics would be very helpful.
